WP10: Quality Management – Monitoring and Evaluation

Description

The aim of this work package is to ensure the quality of all the tasks performed during the project. It will consist in two principal strands of activity, which are closely related. The first of these is evaluation and the second quality assurance.

Evaluation will be understood as relating to the areas mentioned above: operational issues relating to the way the project functions as a project, process and product issues relating to the match between outcomes and initial objectives, and how these outcomes are achieved, but it will give special emphasis to how the user developed competences from informal and non-formal spaces, and to valorization issues relating to sustainability and transfer of the project approach and outcomes, which are a fundamental objective of any project financed under the aegis of the EACEA.

A quality assurance plan will be created at the start of the project (M3) to ensure that an integrated quality approach is built into all project elements and activities throughout the phases of the project life cycle. This plan will include the evaluation requirements which will cover both the evaluation of the project itself (the consortium, the management, communication and other elements) and the evaluation of the results and the processes of the project (both formative and summative). A quality management team set up for the Project by P1 will monitor the project activities. Additionally, a steering group will be created. Each partner has to nominate one representative that has the competence to make decisions for the respective institution. The steering group will work by virtual communication and assigning partner meetings. It is also responsible to solve conflicts (clauses will be fixed at the first meeting). To ensure a high quality, the following tools and procedures will be implemented:

It is considered important to guarantee the independence of the evaluation process as well and for this reason an external evaluator will be subcontracted. Using the requirements set out by the consortium in the quality assurance plan, this external evaluator will produce an evaluation plan for the project (M6), and then produce evaluation reports every six months and a final report at the end of the project.

Deliverable 30. Quality Plan

The aim of the quality assurance plan is to set out the quality criteria and requirements that will govern the activity of the work package. It will make clear indications about which aspects of the activity are considered important to the success and the quality of the project outcomes and in this sense it defines the scope of the evaluation activity within the work package.

Deliverable 31. Evaluation Plan

In the evaluation plan the external evaluator will detail a clear set of strategies for the evaluation of the project on the basis of the requirements defined in the quality assurance plan by the consortium. It will include details of the evaluation methodologies and processes that will be applied in each area of activity that is to be evaluated and of the time frame for the evaluation, and the reports to be produced.

Deliverable 32. Evaluation Report 1

This will be produced at month 12 and it will provide information on the evaluation activity carried out during the previous six months and the results of these actions. It will include both feedback on past project activity and recommendations regarding future activity, with an especial focus on competence management considerations.

Deliverable 33. Evaluation Report 2

This will be produced at month 18 and it will provide information on the evaluation activity carried out during the previous six months and the results of these actions. It will include both feedback on past project activity and recommendations regarding future activity, with an especial focus on competence management considerations.

Deliverable 34. Final Evaluation Report

This will be produced at month 24 and it will provide information on the evaluation activity carried out during the whole project and the results of these actions. It will include both feedback on the project activity, with an especial focus on competence management considerations, and recommendations regarding the future sustainability and transfer of the project approach and outcomes.
